American blues guitarist and singer, born February 9, 1911 in Chapel Hill, North Carolina, died May 9, 1976 in Sanford, North Carolina.

Council recorded eight titles under his own name (two were never issued) for ARC in 1937, and also accompanied Blind Boy Fuller the same year.
He was recorded again by Pete Lowry in 1970, but these recordings were never issued.
