    Italian Hip Hop duo formed in Milan in 1990. The name of the group takes inspiration by the Irish constitutional law guaranteeing freedom of the expression (Section 31 of Broadcasting Authority act, 1960). They went on hiatus from 2006 but since then they occasionaly reformed in 2007 and again in 2018.
